The Voyager mission explored the Jovian, Saturnian, Uranian, and Neptunian systems,
as well as interplanetary space to and beyond the heliopause. Voyager 1 was launched
on 1977-09-05. It flew past Jupiter on 1979-03-05 and Saturn on 1980-11-12, before
continuing on into the space above the ecliptic. Voyager 2 was launched on 1977-08-20.
It flew past Jupiter on 1979-07-09, Saturn on 1981-08-26, Uranus on 1986-01-24, and
Neptune on 1989-08-25. It then continued into interplanetary space below the ecliptic.
During the encounters with the gas giant planets, the spacecraft had close to moderate
flybys with several of the natural satellites and rings. The purpose of this paper was
to describe the pre-launch Voyager mission design so that the objectives and goals of
the eleven scientific investigations which were described in subsequent papers in this
special issue of Space Science Reviews couyld be better understood.

The original PDF version of the paper, archived under PDS3 standards, was a preprint.
It has been converted to PDF/A-1b using https://pdf.online/pdf-to-pdfa. A text-only
version in the PDS3 archive (with no tables or figures and several spelling errors)
has been carried forward. A new label was created as part of the new PDS4 archiving
                    process.
